1. What this should become
The ANCHOR Access Index should become Arkansas's public infrastructure for answering four practical questions:
- Can I realistically use this place?
- Could I realistically work here?
- What accommodations and environmental conditions are actually available?
- What can the organization change to make the environment more accessible?
This is substantially larger than a directory of "sensory-friendly businesses."
It should operate as a combined:
- public business and place index;
- sensory-environment information system;
- neuroinclusive workplace index;
- accessibility verification system;
- business technical-assistance program;
- improvement-planning platform;
- voluntary recognition/certification system;
- community feedback and correction mechanism;
- research and statewide access-data system;
- referral pathway into other ANCHOR resources.
It should operationalize the Neuro-Inclusive Public Spaces Program and Neurodiversity-Ready Business Certification already contemplated in the ANCHOR legislative framework rather than creating a disconnected program. Existing ANCHOR concepts already encompass sensory maps, quiet spaces, communication supports, queue/wait accommodations, sensory-aware hours, staff training, complaint/correction procedures, customer-access improvements, workplace accommodation education and lived-experience review.
The index becomes the mechanism that makes those policies real.
2. The fundamental design decision: do not call places "autism friendly"
I would deliberately avoid a single label such as:
Autism Friendly ★★★★★
That is too vague to be useful and can become misleading.
Autistic and neurodivergent people can have opposite sensory needs.
One person may need:
- extremely low sound;
- dim light;
- minimal conversation;
- no scent;
- substantial predictability.
Another may need:
- more light;
- movement;
- stronger sensory input;
- music;
- frequent interaction.
Research on autistic adults in public spaces reinforces that sensory experience can materially affect participation and that sensory needs are heterogeneous rather than reducible to one threshold.
Therefore ANCHOR should primarily report:
WHAT THE PLACE IS LIKE
rather than:
WHETHER ANCHOR THINKS YOU SHOULD LIKE IT.
3. Three systems inside one product
The Access Index should have three clearly separated doors.
FIND A PLACE
For customers, patients, visitors, students, travelers, families and community members.
Questions:
- How loud is it?
- What kind of lighting is there?
- Is it crowded?
- Can I communicate in writing?
- Do I have to make a phone call?
- Is there somewhere quiet?
- Are headphones allowed?
- Is there a sensory kit?
- What happens when I arrive?
- Can I wait outside?
- Is there a self-service option?
- When is it usually least busy?
- Are there sensory-friendly hours?
- What unexpected sensory events happen?
FIND OR KEEP A JOB
For workers and applicants.
Questions:
- Is the application accessible?
- Is an interview necessarily verbal?
- Can interview questions be supplied in writing?
- Is the workplace noisy?
- Are headphones possible where occupationally safe?
- Are quiet work areas available?
- Is lighting adjustable?
- Are instructions available in writing?
- Are schedules predictable?
- Are break accommodations possible?
- Is there an accommodation process?
- Is there a quiet employee recovery space?
- Does the employer train managers about neurodivergence?
- Are performance expectations explicit?
- Are communication preferences respected?
- Are accommodations reviewed individually?
Federal disability-employment resources specifically recognize that accommodations may include changes to the work environment or customary methods of working. JAN identifies strategies involving noise reduction, sound absorption, alternative lighting, communication methods, modified breaks, schedules and other individualized interventions.
IMPROVE MY ORGANIZATION
For owners, managers, HR professionals, architects, hospitals, schools, municipalities and other operators.
It answers:
"What can we actually change?"
Not a 40-page accessibility lecture.
Instead:
Your five highest-impact opportunities
with:
- what the problem is;
- who it may affect;
- low-cost correction;
- operational correction;
- physical retrofit;
- long-term design solution;
- relevant ANCHOR training;
- possible funding/resource pathway;
- verification steps.
4. A place and an employer must be evaluated separately
This is critical.
A Walmart might be reasonably accessible to a particular person for a 30-minute shopping trip during sensory-friendly hours while the same person could find an eight-hour employment shift in another part of the same building inaccessible.
Conversely, a factory that is necessarily loud may have excellent employee accommodations even though it can never become a low-sensory public environment.
Therefore every record has two independent assessments:
PUBLIC / CUSTOMER ACCESS
and
EMPLOYEE / WORKPLACE ACCESS
A business can participate in one without falsely claiming the other.
5. ANCHOR Access Profile
Each physical location receives its own profile.
Not merely:
Walmart — Arkansas
but:
Walmart Supercenter — specific location
because actual environments, management practices, layouts, equipment, traffic and available spaces differ.
The profile should contain approximately 15 access domains.
6. Domain 1 — Sound
Record what a person is likely to encounter.
Environment
- generally quiet;
- moderate continuous background noise;
- loud;
- highly variable;
- sudden-noise environment.
Sources
- music;
- televisions;
- PA announcements;
- scanners;
- checkout tones;
- kitchen equipment;
- HVAC;
- hand dryers;
- carts;
- machinery;
- alarms;
- crowds;
- children;
- amplified entertainment;
- traffic;
- construction;

- other equipment.
Mitigation
- no background music;
- lower-volume periods;
- limited PA use;
- acoustic ceiling;
- acoustic wall panels;
- equipment isolation;
- carpet/soft materials;
- quieter waiting zone;
- headphones permitted;
- hearing protection available;
- private consultation space.
Where measurement is useful, ANCHOR could record observational sound-level ranges using a documented measurement method.
But the database should never say:
"Under X dB = autism safe."
There is no scientifically defensible universal sensory threshold for autistic people.
Research has found substantial sensitivity to sound among autistic people and differences in sensory responses, supporting environmental adaptation while also demonstrating why individual response matters.
7. Domain 2 — Lighting and visual environment
Record:
- daylight availability;
- direct sunlight;
- fluorescent lighting;
- LED lighting;
- indirect lighting;
- exposed bulbs;
- adjustable lighting;
- dimmable zones;
- glare;
- reflections;
- highly polished floors;
- flashing displays;
- animated signage;
- television screens;
- rapidly changing digital advertising;
- strong visual contrast;
- clutter;
- busy merchandise presentation.
A future ANCHOR environmental audit can document:
- illuminance;
- fixture type;
- control capability;
- obvious flicker conditions;
- daylight/glare conditions.
Again, measurements describe the environment rather than diagnose whether an individual will tolerate it.
Built-environment literature supports considering lighting, sound, spatial organization and other sensory characteristics when designing for autistic people.
8. Domain 3 — Crowding and human density
The system should distinguish sensory load created by the building from sensory load created by people.
Record:
- typical quiet periods;
- typical peak periods;
- weekend crowding;
- event crowding;
- checkout congestion;
- entrance congestion;
- elevator congestion;
- school-release traffic;
- holiday traffic.
Eventually the platform could display:
Usually calmer
rather than claiming precise live crowd information unless ANCHOR actually has a valid live data source.
9. Domain 4 — Waiting and queues
Waiting is frequently an access problem independent of physical accessibility.
Record:
- standing queue required;
- seating;
- numbered queue;
- visual order status;
- estimated wait;
- appointment;
- online check-in;
- virtual queue;
- text notification;
- wait outside;
- wait in vehicle;
- separate quieter waiting area;
- ability to leave and return;
- express accommodation process.
This is especially important for:
- healthcare;
- DMV;
- restaurants;
- pharmacies;
- government offices;
- salons;
- banks;
- clinics;
- emergency departments;
- courts.
10. Domain 5 — Communication
This should be one of ANCHOR's strongest differentiators.
Profile each organization for:
Spoken communication
- required;
- optional;
- minimal;
- high-demand interaction.
Alternatives
- writing;
- text;
- chat;
- email;
- AAC;
- pointing/visual menu;
- kiosk;
- online ordering;
- communication cards;
- interpreter process;
- speech-to-text;
- text-to-speech.
Interaction practices
- processing time allowed;
- instructions can be repeated;
- instructions available in writing;
- no eye-contact expectation;
- support person accepted;
- employee understands AAC;
- no telephone-only requirement where alternatives are available.
ADA Title III can require covered public accommodations to make reasonable modifications when needed to afford access unless doing so would fundamentally alter the service, and ADA rules also contain effective-communication requirements for covered entities. ANCHOR should explain these existing protections without claiming that every recommended sensory feature is itself specifically mandated.
11. Domain 6 — Predictability
A major improvement can occur before someone enters the building.
Every strong ANCHOR profile should eventually include a Know Before You Go panel:
- exterior photograph;
- entrance photograph;
- parking information;
- entrance procedure;
- security procedure;
- expected interaction;
- floor map;
- sensory map;
- restroom location;
- quiet-area location;
- service desk;
- expected length of visit;
- payment process;
- exit procedure;
- unexpected events;
- emergency alarms;
- dress requirements;
- appointment instructions.
Crystal Bridges already provides a useful Arkansas model: its sensory-friendly map identifies quick exits and areas characterized by lower/natural light, quiet, loudness or crowding, alongside a social narrative.
ANCHOR should bring this concept to ordinary everyday places.
12. Domain 7 — Regulation and recovery
Record whether the location offers:
- ordinary quiet seating;
- low-stimulation room;
- sensory room;
- private room;
- sensory pod;
- calming corner;
- outdoor recovery area;
- temporary recovery space;
- employee quiet room;
- nursing/wellness room that may appropriately serve this purpose;
- sensory kit;
- headphones;
- sunglasses;
- fidgets;
- weighted item where appropriate.
The Museum of Discovery in Little Rock is an especially useful Arkansas model. Its current accessibility resources include a social story, sensory map, calming corner and Sensory Cove; the Cove uses features including soft lighting, calmer colors, secluded areas and sensory activities.
That demonstrates why ANCHOR should not assume a sensory room is unrealistic for Arkansas institutions.
13. Domain 8 — Smell and air
Include:
- perfume/fragrance exposure;
- cleaning chemicals;
- cooking smells;
- salon chemicals;
- automotive chemicals;
- scented retail products;
- smoke exposure;
- air fresheners;
- poorly ventilated areas;
- strong seasonal displays.
Mitigation could include:
- fragrance-reduced policies where appropriate;
- unscented cleaning alternatives;
- better ventilation;
- physical separation;
- remote or outdoor waiting;
- appointment timing.
14. Domain 9 — Temperature and tactile environment
Record:
- unusually hot/cold environment;
- drafts;
- mandatory uniforms;
- protective-equipment requirements;
- close physical contact;
- touch likely;
- touch unavoidable;
- clothing/texture requirements;
- seating texture;
- crowded seating.
This matters particularly for:
- salons;
- healthcare;
- dental;
- manufacturing;
- fitness;
- massage/personal services;
- entertainment;
- food service.
15. Domain 10 — Movement and body regulation
Do not assume remaining still is a prerequisite for participation.
Record:
- pacing permitted;
- ability to stand;
- ability to move while waiting;
- alternative seating;
- rocking/fidgeting accepted;
- movement breaks;
- standing workstation;
- outdoor break access.
Public-facing training should explicitly discourage treating harmless self-regulation as misconduct simply because it appears unusual.
16. Domain 11 — Service process
Map the actual interaction:
Arrive → enter → locate service → wait → communicate → transact → leave.
A place may be physically beautiful and still have an inaccessible process.
ANCHOR audits therefore examine the service journey, not merely the architecture.
17. Domain 12 — Digital access
A neuroinclusive physical environment can still be defeated by a bad website.
Record:
- online appointment availability;
- web accessibility;
- text-based contact;
- email contact;
- chat;
- accessible menu;
- online ordering;
- online forms;
- ability to preview forms;
- understandable instructions;
- low-animation option;
- accessibility statement;
- accommodation request method.
For ANCHOR-certified organizations, digital service should become part of the assessment rather than an afterthought.
18. Domain 13 — Staff readiness
Training should not simply consist of:
"What is autism?"
It should answer:
What do I do differently at 2:37 p.m. when someone is overwhelmed at my counter?
Staff competencies should include:
- recognize possible overload without diagnosing;
- reduce communication load;
- stop repeating demands unnecessarily;
- allow processing time;
- offer writing;
- accept AAC;
- avoid unnecessary touching;
- avoid forced eye contact;
- offer clear choices;
- explain changes;
- find a quieter location;
- summon an appropriate supervisor;
- understand service animal requirements;
- know where sensory resources are;
- know the organization's accommodation procedure.
This connects directly with ANCHOR Academy rather than duplicating it.
19. Domain 14 — Employee neuroinclusion
This needs substantially more depth than most "autism-friendly" business programs.
Recruitment
Assess:
- job descriptions;
- unnecessary social-performance requirements;
- application accessibility;
- telephone-only recruiting;
- interview format;
- advance interview information;
- alternative interview methods;
- skills demonstration;
- written interview questions where appropriate.
Onboarding
Assess:
- written duties;
- explicit expectations;
- workspace orientation;
- sensory/environment orientation;
- supervisor assignment;
- clear schedule;
- communication preferences.
Everyday work
Assess availability of:
- quiet workspace;
- reduced distraction;
- noise control;
- hearing protection where occupationally appropriate;
- adjustable lighting;
- screen adjustments;
- written instructions;
- predictable task sequences;
- visual workflow;
- modified breaks;
- flexible scheduling where workable;
- alternative communication;
- telework where job-compatible;
- task clarification;
- job coaching when appropriate.
Management
Assess:
- accommodation policy;
- confidential process;
- manager training;
- performance expectations;
- feedback clarity;
- change notification;
- escalation procedure;
- anti-harassment protections;
- accommodation review.
Under Title I of the ADA, covered employers may have to provide reasonable accommodation to qualified applicants and employees with disabilities, subject to the statute's standards including undue hardship. The accommodation is individualized rather than an automatic autism checklist.
The Department of Labor also maintains neurodiversity-employment resources focused on recruiting, hiring, retaining and advancing neurodivergent workers.
20. Domain 15 — Safety and emergency procedures
Emergency access cannot be ignored.
Each profile should indicate:
- alarms likely;
- strobe alarms;
- security screening;
- bag inspection;
- physical contact possibility;
- evacuation procedure;
- emergency exits;
- who to ask for;
- quiet exit route if available;
- communication accessibility during emergencies.
The objective is predictability, not promising a silent emergency.
21. Quiet hours need their own ANCHOR operating standard
A business should not receive credit merely because it puts "sensory-friendly hour" on Facebook.
ANCHOR should define what the term means.
ANCHOR Sensory-Reduced Period
During the advertised period, participating locations should disclose which measures are active.
Possible measures:
- background music off;
- television audio off;
- televisions static/off where practical;
- unnecessary PA announcements suspended;
- promotional demonstrations reduced;
- equipment volume lowered where safe and practical;
- lighting lowered where controllable;
- flashing/animated displays disabled where practical;
- stocking/cart activity reduced where operationally feasible;
- designated quieter checkout/service route;
- additional processing time;
- sensory tools available;
- trained staff available.
Walmart provides evidence that this can operate at national retail scale: it states that sensory-friendly hours run from 8–10 a.m. daily at U.S. and Puerto Rico stores, with televisions changed to static images, radio turned off and lighting reduced where possible.
But ANCHOR should go further.
22. Quiet hours are a bridge, not the destination
An autistic nurse, stocker, parent, student or night-shift worker cannot always use a business between 8 and 10 a.m.
The long-term objective should therefore be:
lower unnecessary sensory load all day + additional sensory-reduced periods + individualized accommodation.
That is a much stronger universal-design model.
Starbucks's Inclusive Spaces Framework illustrates the permanent-design approach. Its framework is intended to guide new U.S. stores and renovations and incorporates accessibility into physical and digital design rather than restricting access to one special event.
23. ANCHOR Access Improvement Ladder
Businesses need attainable steps.
Do not hand a rural diner the same capital plan as a newly constructed hospital.
Use four intervention classes.
CLASS A — Operational changes
Little or no construction.
Examples:
- turn unnecessary music down/off;
- reduce PA announcements;
- quiet period;
- written communication option;
- allow waiting outside;
- send text when ready;
- publish less-busy periods;
- let customer use headphones;
- provide clear written instructions;
- remove unnecessary flashing displays;
- train staff;
- designate an existing quiet chair/space.
These are frequently the fastest improvements.
CLASS B — Small equipment/environment changes
Examples:
- sensory kits;
- noise-reducing headphones;
- lamps/task lighting;
- privacy divider;
- screen/filter changes;
- visual queue screen;
- softer furniture;
- acoustic panels;
- small calming corner;
- wayfinding;
- signs;
- visual communication board.
CLASS C — Retrofit
Examples:
- lighting replacement;
- acoustic ceiling;
- partition;
- quiet room;
- HVAC changes;
- sound isolation;
- reconfigured queue;
- entrance/checkout modification;
- employee regulation room;
- service counter redesign.
CLASS D — Integrated universal design
For new builds and major renovations.
Examples:
- acoustically zoned architecture;
- indirect and controllable lighting;
- predictable circulation;
- multiple communication channels;
- visual queue systems;
- quiet rooms;
- low-stimulation waiting;
- flexible work zones;
- intuitive wayfinding;
- accessible digital systems;
- sensory-aware material selection.
Universal design is explicitly recognized by the U.S. Access Board as designing environments/products to be accessed, understood and used as broadly as possible.
24. The system should tell businesses what NOT to buy
This is important.
There is an emerging market for expensive products labeled:
- autism friendly;
- sensory;
- calming;
- neuroinclusive.
A $15,000 sensory pod is not automatically the best intervention.
Sometimes:
turning off an unnecessary television, moving a waiting chair and training employees costs almost nothing and produces more usable access.
ANCHOR technical assistance should be product-neutral.
The sequence should be:
- identify barrier;
- understand affected activity;
- identify lowest-complexity effective intervention;
- involve affected users;
- test;
- measure;
- revise;
- only then purchase larger systems when justified.
25. Sensory pods should be one option, not the program
Pods can be useful where privacy, sound attenuation and space separation are needed.
But they create issues:
- cost;
- footprint;
- cleaning;
- ventilation;
- accessibility;
- fire/life-safety;
- supervision;
- misuse;
- maintenance;
- claustrophobia;
- people assuming every autistic person wants confinement.
Therefore ANCHOR's hierarchy should be:
environmental reduction → ordinary quiet space → flexible retreat area → dedicated sensory room → enclosed pod where justified.
26. Give people control whenever possible
One of the strongest design principles should be:
Provide controllability, not one supposedly perfect sensory setting.
Examples:
- dimmer;
- adjustable task light;
- different seating zones;
- volume control;
- headphones;
- open/closed space;
- choice to stand;
- written or spoken communication;
- self-service or staffed service;
- inside or outside waiting.
Research concerning multisensory environments has similarly found that user control can materially affect how an environment is experienced.
27. Verification must be serious
The credibility of this system will depend more on verification than branding.
Every feature should carry a source status.
1 — PUBLICLY DOCUMENTED
ANCHOR found the information on an official source.
Example:
Walmart sensory-friendly hours.
2 — BUSINESS REPORTED
Authorized organization representative submitted it.
Example:
"We have a quiet employee room."
Not yet independently inspected.
3 — COMMUNITY OBSERVED
A community member reported an environmental characteristic.
Example:
"The hand dryers are extremely loud."
Clearly identified as observational.
4 — ANCHOR REVIEWED
ANCHOR reviewer checked the location or evidence.
5 — ANCHOR VERIFIED
Specified requirement verified using the applicable protocol.
Every claim also gets:
Last checked: [date]
No permanent green checkmarks.
28. Separate facts from experiences
These should never be collapsed.
FACT
Background music is turned off 8–10 a.m.
OBSERVATION
Saturday afternoon was very crowded.
PERSONAL EXPERIENCE
I became overwhelmed while waiting.
ACCESS INCIDENT
Staff refused the requested communication method.
VERIFIED POLICY ISSUE
ANCHOR confirmed that the published policy was not followed.
That structure protects both users and businesses and creates far better data.
29. No public "unsafe business" button
ANCHOR should not let one anonymous complaint turn a restaurant red on a government-associated website.
Use issue states:
- reported;
- awaiting review;
- business contacted;
- information requested;
- corrected;
- resolved;
- unresolved;
- verified recurring barrier;
- referred to appropriate authority where necessary.
This can interface with ANCHOR's broader field-failure/referral-reporting infrastructure without merging the two systems into one confusing interface.
30. The business gets a right to respond — but not erase
A business should be able to:
- claim its profile;
- correct operating hours;
- submit documentation;
- describe an accommodation;
- dispute factual inaccuracies;
- post corrective action;
- ask for re-verification.
It should not be able to delete a valid documented access issue merely because the issue is unfavorable.
This creates procedural fairness.
31. Neurodiversity-Ready Business Certification
Preserve the certification concept already contemplated in the proposed ANCHOR framework.
But make it meaningful.
I recommend two certification components.
PUBLIC ACCESS
Customer/service environment.
WORKPLACE ACCESS
Employment environment.
Organizations achieving both may display:
ANCHOR Neurodiversity-Ready Business
Organizations meeting only one should state exactly which one.
For example:
Verified Public Access
not:
Certified Neurodiversity Ready
if ANCHOR has never examined employment practices.
32. Do not make certification pay-to-win
Businesses can potentially pay reasonable training, inspection or program fees under an authorized structure.
But:
paying cannot guarantee certification.
Otherwise credibility disappears.
Small businesses should have lower-cost pathways, technical assistance and possible grant support.
33. Certification should have mandatory fundamentals
A certified organization should not be able to compensate for a serious problem by accumulating decorative points.
Core requirements should include, at minimum:
Public track
- nondiscrimination/access commitment;
- accommodation request pathway;
- basic communication access;
- sensory/environment information;
- trained responsible staff;
- predictable service information;
- complaint/correction mechanism;
- truthful listing;
- re-verification.
Employment track
- accessible accommodation procedure;
- management training;
- individualized accommodation review;
- written communication/instruction capability;
- sensory-workplace assessment;
- privacy;
- anti-retaliation safeguards;
- re-verification.
Then optional advanced features can be documented separately.
34. Do not invent another ADA
ANCHOR's voluntary standard should be explicit:
ANCHOR certification does not replace ADA compliance, building codes, employment law or individualized reasonable-accommodation obligations.
The federal ADA Standards contain technical requirements for accessible sites and facilities. They should remain part of the foundation rather than being replaced with a sensory checklist.
ANCHOR is adding a practical neuroinclusive/environmental layer where traditional physical-accessibility information often provides too little information.
35. Financial realism
Businesses will immediately ask:
"Who pays for this?"
The answer needs several levels.
Free/very-low-cost changes
A substantial portion of initial recommendations should be operational.
Existing business expenditure
Many improvements are ordinary facility, HR or customer-experience investments.
ANCHOR technical assistance
Help businesses avoid wasting money on inappropriate interventions.
Grants
A future authorized ANCHOR program can prioritize small businesses, rural providers and high-public-need locations.
Federal tax provisions
Existing federal incentives may apply to certain qualifying disability-access expenditures. The IRS currently identifies the Disabled Access Credit for eligible small businesses and an architectural/transportation barrier-removal deduction of up to $15,000 for qualifying expenses. The Disabled Access Credit reported through Form 8826 is capped at $5,000. Eligibility depends on the federal tax rules; ANCHOR should never imply that an ordinary sensory improvement automatically qualifies.
State incentives
Any Arkansas credit, rebate, grant preference or procurement benefit should exist only if legally authorized.
The legislative framework should not imply tax benefits that have not been enacted.
36. Business dashboard
Once a location is claimed, the operator receives a real management workspace.

37. Business Access Plan
ANCHOR should generate a location-specific plan.
Example:
CURRENT CONDITION
Checkout area produces multiple concurrent audio signals.
ACCESS EFFECT
May create difficulty for people sensitive to overlapping auditory input.
IMMEDIATE
Determine which promotional audio is unnecessary.
OPERATIONAL
Reduce nonessential audio during sensory-reduced hours.
RETROFIT
Examine acoustic treatment and equipment volume controls.
UNIVERSAL DESIGN
Separate customer communication audio from ambient promotional systems.
VERIFY
Reassess during operating conditions.
That is much more useful than:
"Become more inclusive."
38. Public website information architecture
The homepage should not begin with a giant government explanation.
It should begin with:
