Different needs require different custody rules.

Shared public tools, personal products and controlled/specialist equipment cannot run through one checkout rule.

iCAN already operates Arkansas's statewide Assistive Technology program. ANCHOR should specialize in sensory/communication access and use a warm handoff for broader AT needs.
